About SMU
History & Legacy
Semey Medical University was established in 1953 as Semipalatinsk State Medical Institute by the Ministry of Health of the Kazakh Soviet Socialist Republic to address the acute shortage of doctors in Eastern Kazakhstan. The founding rector was Professor Aleksandr Nikolayevich Sysin, a distinguished Soviet physician who served from 1953 to 1967 and built the initial academic infrastructure. The institute was created during the post-war Soviet medical expansion program and initially trained general practitioners for rural Kazakhstan.
In 1997, following Kazakhstan's independence, the institute was reorganized and renamed Semey State Medical Institute. The World Health Organization recognized the institution in 1998, and it was listed in the World Directory of Medical Schools in 2001. In 2009, the institute achieved full university status and was renamed Semey State Medical University, reflecting its expanded research mandate and postgraduate programs.
The National Medical Commission of India granted recognition in 2009, opening pathways for Indian students. In 2019, the university was further renamed to Semey Medical University following administrative restructuring. Today, the university has over 4,500 students including 600+ international students from India, Pakistan, and Central Asian countries.
Notable alumni include Dr. Nurlan Smagulov, practicing cardiothoracic surgeon in Germany since 2015, and Dr. Priya Mehta (batch 2018), who cleared FMGE in the first attempt and is currently a resident at AIIMS Rishikesh.

Semey is a historic city in northeastern Kazakhstan with a population of approximately 350,000 residents situated on the banks of the Irtysh River. The city has a continental climate with warm summers where temperatures reach 25-32 degrees Celsius from June to August, and extremely cold winters with temperatures dropping to minus 20 to minus 35 degrees Celsius from December to February. Spring (April-May) and autumn (September-October) are pleasant transitional seasons. Semey has a well-developed public transport system including city buses, marshrutkas (shared minivans), and affordable taxi services. Monthly public transport expenses are approximately Rs.1,500-2,500. The city offers cultural attractions including Abay Museum, Dostoyevsky Museum (the famous Russian writer lived here during exile), and Stronger Than Death Memorial. The Irtysh River embankment is a popular walking area during summer months. Weekend trips are possible to Pavlodar (250 kilometers), Ust-Kamenogorsk (420 kilometers), and Almaty (800 kilometers by train or flight). Overall monthly living costs for Indian students range from Rs.15,000-25,000 depending on lifestyle choices and cooking habits. Semey Airport has domestic connections to Almaty and Nur-Sultan, from where international flights connect to Delhi, Mumbai, and other Indian cities. Most students travel via Almaty during semester breaks. The city is safe, affordable, and has a growing international student community from India, Pakistan, and African countries.
Semey is considered one of the safer mid-sized cities in Kazakhstan for international students. While comprehensive Numbeo crime data for Semey specifically is limited, Kazakhstan overall maintains a crime safety index of approximately 65-70 indicating moderate to low crime levels. Violent crime against international students is extremely rare. The city has visible police presence and law enforcement is responsive to student concerns. Semey Medical University campus is fully gated and guarded with security personnel stationed at all entry gates 24 hours daily. CCTV cameras monitor the academic buildings, hospital, and hostel premises. Female students report feeling safe both on campus and in the city center during daytime hours. After MBBS: Your Career Paths
After completing MBBS from Semey Medical University, Indian students must clear the NExT (National Exit Test) to practice medicine in India. NExT is now the unified licensing and PG entrance examination replacing the old FMGE screening test. NExT consists of theory and practical components testing knowledge across all medical subjects.
Students who clear NExT receive their final MBBS degree equivalence and can apply for State Medical Council registration which typically takes 2-3 months for processing. Starting salary for MBBS doctors in India varies significantly by sector and location. Government medical officers in rural postings earn Rs.
60,000-80,000 per month, while city-based government positions offer Rs. 70,000-1,00,000 per month. Private hospital doctors in metro cities start at Rs.
50,000-80,000 per month in corporate hospitals, with experienced doctors earning Rs. 1,50,000-3,00,000 monthly depending on specialization. Doctors who wish to pursue postgraduate specialization must qualify NEET-PG which is a separate highly competitive examination.
MD/MS seats are available in government and private medical colleges across India. Semey Medical University's curriculum covers all subjects tested in NExT including extensive clinical case-based learning which is particularly valuable for the practical OSCE component of NExT. Students who consistently study throughout six years and utilize AV Global's NExT preparation coaching modules from Year 3 onwards have strong success rates in clearing NExT on first attempt.
Semey Medical University is listed in the World Directory of Medical Schools (WDOMS) and its graduates are eligible for ECFMG certification which is mandatory to pursue medical residency training in the United States. The pathway involves passing USMLE Step 1 (basic sciences examination testing pre-clinical knowledge), USMLE Step 2 CK (Clinical Knowledge examination testing clinical sciences), and USMLE Step 2 CS (Clinical Skills examination involving patient encounters). After completing these examinations and MBBS degree, graduates apply for ECFMG certification.
Certified doctors then apply for residency positions through the NRMP (National Resident Matching Program) match process held every year. Residency training duration is 3-7 years depending on specialty chosen. First-year resident doctors (PGY-1) in USA earn approximately 55,000-70,000 USD per year (Rs.
49-62 lakhs annually), with salary increasing each year of training. After completing residency, board-certified attending physicians earn between 200,000-450,000 USD annually (Rs. 1.
78-4 crores) depending on specialty, geographic location, and practice type. Specialists like cardiologists, radiologists, anesthesiologists, and surgeons earn at the higher end. Total cost for USMLE examinations including Step 1, Step 2 CK, and application fees is approximately 3,000-4,000 USD (Rs.
2. 7-3. 6 lakhs).
Students planning USA pathway should begin USMLE Step 1 preparation during Year 3 or 4 of medical school. The journey is challenging but Semey Medical University graduates have successfully matched into US residency programs in Internal Medicine, Family Medicine, Psychiatry, and other specialties over the past decade.
Semey Medical University graduates are eligible to pursue medical registration and practice in the United Kingdom through the PLAB (Professional and Linguistic Assessments Board) pathway administered by the GMC (General Medical Council). The process involves passing PLAB Part 1, which is a computer-based MCQ examination testing medical knowledge conducted at British Council centers in India and other countries. After clearing PLAB 1, candidates appear for PLAB Part 2 held in Manchester, UK, which is an OSCE (Objective Structured Clinical Examination) format testing clinical and communication skills through multiple stations.
Candidates who pass both parts become eligible for GMC registration with a license to practice. International medical graduates then apply for the NHS Foundation Programme (a 2-year training program) or trust-grade doctor positions. Foundation Year 1 doctors earn approximately GBP 29,000-34,000 annually (Rs.
32-37 lakhs), while Foundation Year 2 doctors earn GBP 34,000-40,000 (Rs. 37-44 lakhs). After foundation training, doctors enter specialty training programs where salaries increase progressively.
Specialty trainees earn GBP 43,000-63,000 (Rs. 47-69 lakhs) depending on training year. Consultant specialists earn GBP 88,000-119,000 (Rs.
96 lakhs-1. 3 crores) in NHS positions, with private practice adding substantial additional income. Total cost for PLAB examinations including PLAB 1, PLAB 2, GMC registration, and associated expenses is approximately GBP 1,400-1,800 (Rs.
1. 5-2 lakhs) plus UK travel and accommodation for PLAB 2. Students should verify current GMC eligibility for Semey Medical University on the GMC website before enrolling.
Semey Medical University graduates who wish to practice medicine in Kazakhstan must pass the local medical licensing examination conducted by the Kazakhstan Ministry of Health and complete a residency program at a Kazakhstani hospital. The licensing process involves written examinations in medical subjects and clinical assessment. Kazakhstan residency programs are available in various specialties including Internal Medicine, Surgery, Pediatrics, Obstetrics-Gynecology, and other clinical fields.
However, very few Indian students choose to remain in Kazakhstan for long-term medical practice due to language barriers (patient communication requires fluency in Kazakh or Russian), cultural differences, and preference to return to India or pursue careers in Western countries. Some students complete one-year rotating internships in Kazakhstan hospitals to gain additional clinical experience before returning to India for NExT preparation. Semey Medical University itself offers postgraduate MD programs in various medical specialties, but these are primarily designed for local Kazakhstani doctors and are conducted in Russian language.
For Indian students, the Kazakhstan pathway is relevant mainly for gaining temporary clinical experience rather than establishing permanent medical careers.
PG & Specialization Options
After completing MBBS from Semey Medical University, graduates have multiple postgraduate and career pathway options depending on where they wish to practice medicine long-term. The India pathway through NExT is the most common choice among Indian students - clearing NExT provides eligibility for State Medical Council registration allowing independent practice in India and qualification to appear for NEET-PG for postgraduate MD/MS specialization in Indian medical colleges. Timeline: NExT clearing and registration takes 4-6 months post-graduation.
The USA pathway requires USMLE Step 1, Step 2 CK, and Step 2 CS examinations followed by ECFMG certification and NRMP residency match process. Timeline: Most students take 2-3 years post-graduation to complete examinations and secure residency positions. Residency training then adds 3-7 years.
The UK pathway involves PLAB Part 1 and Part 2 examinations, GMC registration, and entry into NHS Foundation Programme or trust-grade positions. Timeline: PLAB completion and GMC registration typically takes 1-2 years post-graduation, followed by 2 years foundation training. Canada pathway requires MCCQE (Medical Council of Canada Qualifying Examination) Part 1 and Part 2, followed by residency matching through CaRMS.
Australia pathway needs AMC (Australian Medical Council) MCQ examination and clinical examination followed by internship and registration. The local Kazakhstan pathway involves local licensing examination and residency but is rarely chosen by Indian students. Among Semey Medical University graduates, approximately 75-80 percent pursue the India NExT pathway, 10-12 percent attempt USMLE for USA, 5-8 percent pursue UK PLAB, and remaining explore other countries or gain work experience before deciding.
Expected timeline from graduation to beginning independent practice: India 1-2 years, USA 3-5 years, UK 2-3 years depending on pathway chosen and examination success.
