North-Western State Medical University was founded in 1942 as the Leningrad Sanitary-Hygienic Medical Institute during the siege of Leningrad in World War II under the leadership of Professor Nikolai Aleksandrovich Semashko, the People's Commissar of Health of the Russian Soviet Federative Socialist Republic. The institute was created to address the acute shortage of military and civilian medical professionals during wartime.
